Water Quality Control Commission Update (Paul Frohardt)December WQCC Meeting:
  • The Commission held an Administrative Action Hearing and approved the proposed revisions to the Human Health-Based Water Quality Criteria and Standards Policy, Policy 96-2.

January Meeting: There was not a meeting in this month

February meeting agenda Items include:

  • An administrative action hearing to consider approval of the Water Quality Control Division’s proposed submittal of projects for FY05 Section 319 nonpoint source funds, under the federal Clean Water Act.
  • Rulemaking hearing regarding Eagle River Water Quality Standards
  • An informational briefing regarding the status of efforts to develop a system for identifying expected conditions for aquatic life in Colorado streams
  • A work session regarding issues concerning the implementation of "type iii" temporary modifications into discharge permits.

Other topics of interest:A 1 1/2 day session was held with representatives from seven western states and the EPA regarding the unique issues associated with developing basic standards on effluent-dominated and dependent streams. A paper with questions and answers will be developed on this topic.

Water Quality Control Division Update ()Initiative updates;

  • Confined Animal Feeding Operators (CAFO) program is moving forward—compliance assistance through contractors will begin soon.
  • The Stormwater Management Pilot Project Phase I will proceed with a private contractor. They will audit/work with private entities that wish to go beyond the minimum requirements in hopes of enhance compliance
  • Division funding bill is currently in the drafting phase—WQF members will be notified as draft bill is known.
  • In response to a recent newspaper article, the Division is looking into the following issues:
    1. Approach to enforcement: How long does it take the Division to respond/take action to a violation?
    2. Is there more we can be doing for disadvantaged communities?
    3. What is the appropriate role of stakeholders in the work of the Division? Are there too many workgroups? Is there appropriate use of work products?
    4. Generally, what is the relationship between the Commission and Division?
Selenium Standards Meeting Update (Jill Piatt Kemper)
  • A meeting was held on January 11, 2005 (meeting notes are available upon request)
  • A subgroup was established to develop a scope of work for a possible grant proposal (Barbara Horn is the head of this committee)
Colorado Water Quality Monitoring Council (Jim Dorsh, Metro Wastewater)
  • A live demonstration of the Storet Data Base was given
  • The web-based Colorado map has the ability to zoom into areas of interest with individual sampling locations. It also has different "layers" including surface water, soil, groundwater, etc.
  • This three-year project will search out data that can be added to Storet
